BOTTISHAM PARISH COUNCIL

 

Minutes of Council Meeting held in the Village College –15th September 2003

 

Present - Cllrs  Astill, Boal, Bryant, Buchanan, Clarke, McCartney, O’Dell, Tilley and Walker.

Cllr Tilley took the Chair.

1.  An apology was received from Cllr Eddie Clark.

 

Discussion to replace present committees with working groups in line with advice from CALC

 

We need to conduct our business in line with the ever-changing guidelines from the Government.

 

It was agreed that all committees – cemetery, environment, finance and planning had been working efficiently and there were, nor had been, practical problems to make any changes necessary.

 

We have in practice been working as groups and not true committees in that we have not always held public meetings with the requisite posting up of agendas and minute taking ie identical practice to normal Parish Council meetings. Standing orders gave terms of reference regarding what decisions could be made without referral to the full Council

 

Advisory Groups or Working parties could meet anywhere, at any time, without giving notice to the public.  It was noted that no decisions could be made by a group – they should recommended action to the Full Council.

 

We could rename all but planning as advisory committees.

 

After a lengthy and fruitful discussion it was proposed by Cllr Tilley, seconded by Cllr McCartney and unanimously agreed to carry out a review of the structure of our present committees current working practices. This review will be made after the Model Standing Orders published in July 2003 are obtained from CALC.

 

This publication is to be considered by each current committee and standing orders with terms of reference would be revised as necessary.

 

The status quo and composition of each group/committee will be maintained in the meantime

 

Youth Working Group

 

It was agreed that the Clerk would write to the Warden, Peter Hains, confirming Council support for this venture and that Cllrs Buchanan and Clarke would discuss the remit and structure of the group referring back to the Council at the next meeting on 6th October.

 

Community Services Group

 

It was recognised that that a group covering all aspects of Community services – youth work, community policing, public utilities, community library etc – could be more efficient.

 

Tabled papers for each group and District and County Cllrs to be issued with the agenda were recommended. This would save time at Council meetings.
