BOTTISHAM PARISH COUNCIL 09/05
Brian Tully, Anti-Social Behaviour Co-ordinator working from Ely Police Station attended the meeting to give a presentation on anti-social behaviour. There was a lively discussion on the merits of both civil and criminal ASBO’s, with Mr Tully explaining different components of the ASBO’s and how local residents should report incidents. This will be explained in the Parish Councils Cresset report.
MINUTES OF COUNCIL MEETING IN THE VILLAGE COLLEGE – 5 SEPTEMBER 2005
Cllr’s Astill, Boal, Buchanan, O’Dell, San Vicente and Tilley. District Cllr McLean attended for part of the meeting.
Received from Cllr’s Bailey, Bryant, Clark, Morris and also from District Cllr Leake and County Cllr Shuter.
Minutes from the meeting held on 1st August 2005 were agreed and signed. Apologies were given to Cllr Boal for not informing him of the date of the Environment and Cemetery Meeting that had taken place on 9th August.
a) Co-option of new Councillor Letters had been delivered to all residents of Bell Road and the surrounding areas but there has still been no interest from any villagers.
b) Travellers on A1303 The travellers have left the site but there is still rubbish to be cleared. Cllr Buchanan has visited the site with Brian Hicks from ECDC, who has been gathering the rubbish together and slowly removing it. It was proposed that the clerk write to East Cambs formally requesting that the rubbish be completely cleared and also to the County Highways Dept asking that the entrance to the area be blocked to avoid future problems.
Nothing to add.
This was handed out and discussed at the meeting. Cllr McLean also brought along some booklets on the Local Development Framework for Cllr’s to read.

a) PLANNING The draft development brief for the land by the doctor’s surgery in Tunbridge Lane has been received and a site visit is taking place on Wednesday 7th September. The Parish Council had made comments on the first application back in 2004 but there have been changes since that date. It is now proposed that 21 homes be built in the first phase. District Cllr McLean explained to the meeting how the governments density allowance meant that more homes would be built than were originally planned. As the development brief was late in arriving and the Parish Council have not had 7 days notice of the site visit it was recommended that we propose to ECDC Planning Committee that we be given 1-2 weeks consultation before any action is taken due to the changes.
A discussion took place on the amount of cars parked outside an address in Lode Road. It was suggested that the resident could be running a second hand car business from home. It was proposed that ECDC and CCC be contacted requesting an investigation into any commercial activity that may be taking place.
The Council’s objection to the extension of The Bell licensing hours was not received within the 28 day period.
The Clerk was asked to write to the Planning Department insisting that the boundary be re-instated at the Arber Close development. b) ENVIRONMENT & CEMETERY Cllr O’Dell passed round photo’s taken of a sycamore tree in the cemetery which was covering future burial plots. Cllr Tilley proposed that the tree be removed and Eastern Tree Surgery will be asked for a report.
Cllr O’Dell spoke of a scheme concerning juggernauts going through villages. Weight and width restriction signs can be put up if the village was being used as a bypass by 5-6 juggernauts a day. Although Cllr’s did not think that this applied to Bottisham it was suggested that this be discussed more fully at the next meeting.
c) FINANCE Nothing to be discussed
a) S137 Grant Aid Policy for 2006/07 This was deferred to the next meeting.
b) ECDC e-mail addresses It was agreed that we should try to embrace and use the facilities that ECDC has to offer including putting Parish Council minutes on the ECDC website. Cllr’s should also think about whether they wanted an East Cambs e-mail address separate from their personal e-mail address.
c) Local Development Framework Cllr Buchanan and Tilley had attended a seminar held by ECDC on the above subject. This is an initiative which the government is introducing with an implementation date of 2009. From then all councils would have the ability to have their own rules on local development plans and have a village design statement. As there is no guarantee that any notice would be taken of this Cllr Tilley was concerned about raising villager’s aspirations. Booklets are available from Cllr Tilley for all Cllr’s to read.
d) Tree outside of old telephone exchange Discussions had taken place with the resident of the old telephone exchange on the High Street and it was agreed that the silver birch tree on the corner of Bradfords Close would be removed as it was so close to his home. A notice would be placed on the noticeboard opposite asking for any residents objections within 14 days. Authorisation would also be needed from the County Council before removal could be arranged.
e) Flooding in the High Street Cllr San Vicente has been in contact with District Highways over 3 drains that continually flood in heavy rain in the High Street by the Village College fields. They have said they will look into the problem and Cllr Vicente will keep in contact with them.
f) Jenyns Close Parking This has been discussed at Parish Council before. Cllr Vicente reported that there had been a problem in the last few weeks when an ambulance could not reach a home due to parked vehicles blocking the way. Cllr O’Dell reported that Hereward Housing have said that they will look at the problem in the next financial year. Cllr Vicente also spoke of the footpath leading to the High Street from Jenyns Close which is in a poor state of repair and she will find out if this is also Hereward Housings responsibility.
g) Signage Cllr Boal asked that a road sign be ordered for Vineyard Walk. Like many roads in Bottisham there is only one road sign at the entrance but Cllr Boal had witnessed several cars missing the turn and reversing back on a bend which could cause an accident. It was agreed that the sign be ordered. Councillors also discussed the signs in the village advertising a flat for sale in Arber Close. These will be removed.
h) Definitive Maps Cllr Astill reported that he is attending a seminar by the Definitive Map Office in October. A discussion took place on whether local footpaths were on the definitive map, as the council had put signs for the footpaths up.

RE: PLANNING APPLICATION E04/00370/OUM, LAND EAST OF TUNBRIDGE LANE- BOTTISHAM PARISH COUNCIL RESPONSE
We have already advised East Cambs District Council of our concerns relating to the inappropriate way this planning application has been handled. They are as follows:-
We believe all of the above contravenes E.C.D.C and government policies and requirements.
We have now been given a copy of the Draft Development Brief and we understand from Mr Alan Dover that he has been working with the applicant’s planning consultant Bidwells on the proposed dwellings relating to the application and the other matters contained in the Draft Development Brief and that he has tried to make certain all the points the Parish Council raised relating to the initial application were considered.
We have concerns as to the interpretation of the guidelines from the Deputy Prime Minister’s Office relating to housing density. Granting outline for 42 dwelling is right at the upper limit of the guidance of 50 dwellings per hectare, as after the amenity land requirement and roadways etc. are taken into consideration there is unlikely to be more than 0.8 of a hectare available for buildings. We believe that the upper limits are more suitable to urban re-development and have strong concerns as to how the many objectives in the Draft Development Brief can be met with such a high density proposal. We note that no plans or layouts of the proposed development have at this stage been submitted. We feel that in their absence it is impossible for an informed decision on dwelling numbers for the site to be made.
This application approves a 40% increase in the number of dwellings to be built and under the circumstances we re-state all of our comments and concerns tabled at the time of the original application and in particular the concerns relating to increased traffic movement on Tunbridge Lane especially now with the proposed further increase of dwellings.
This is the largest development the village has had to cope with for over 40 years. In ratio terms it represents a 5% growth in our housing stock, larger in relative terms than many that have taken place in Ely and elsewhere where there has been much better communication and consultation with the public.
Prior to any detailed planning being considered on this site we wish the District Council to make certain that:-
